Undercover action taken by Israeli operatives

  

Thank you for writing to me concerning the undercover action taken by Israeli operatives in Jenin Hospital, Gaza. 

 

I understand that the Israeli Defence Force (IDF)  have claimed that the targeted attack was against a member of Hamas who had planned an attack inspired by the 7th October massacres. The International Committee of the Red Cross (ICRC), which safeguards the Geneva Conventions codifying international humanitarian law, has expressed concerns over this raid – analysis of the event is ongoing. 

 

The events of 7 October were truly horrifying, and my thoughts continue to be with all affected. With Israel having endured the worst terrorist attack in its history at the hands of Hamas, my Welsh Conservative colleagues and I stand with the UK Government in supporting Israel’s right to defend itself against Hamas whilst complying with International Humanitarian Law – I am aware that the UK Government is continuously reviewing the situation to assess whether Israel are complying with obligations. 

 

There must be a reduction in civilian casualties and Israel must take greater care to limit its operations to strictly military targets in order to avoid harming civilians or destroying homes. It is in the best interests of all that this conflict is resolved in as peaceful a manner as possible, however I recognise the importance for the longevity of peace that Hamas no longer remains in power in Gaza, due to them acting as a clear roadblock to a sustainable two-state solution. 

 

I know that the UK Government takes its export control responsibilities extremely seriously and operates one of the most robust export control regimes in the world, with all export licence applications being rigorously assessed on a case-by-case basis against the Strategic Export Licensing Criteria based on the most up-to-date information and analysis available. The Export Control Joint Unit has an established process in place for responding to changing conditions and I am aware that the situation remains under constant review.
