Royal College of Nursing’s Fair Pay for Nursing campaign

Thank you very much for contacting me about the Royal College of Nursing’s Fair Pay for Nursing campaign. 

 

NHS staff are playing an integral part of the national effort to combat coronavirus - and we owe them a great deal of gratitude for all that they do.  The fight against coronavirus is a national effort, and we are committed to ensuring NHS staff receive the additional support they need throughout it.  I also believe that the passion, commitment, and specialist knowledge of our NHS staff is part of what makes our NHS so special. 

 

As you outline, NHS pay in Wales is the responsibility of the Welsh Labour Government.  I am pleased that the UK Conservative Government has not only provided £8.6 billion to Wales in the effort to fight coronavirus, on top of more than £2.1 billion for the 21/22 financial year. The UK Government has also provided an extra £1.9 billion to the Welsh Government, which we would expect to be invested into the Welsh NHS over the next three years. 

 

It is therefore up to the new Welsh Labour Government to decide where to spend this money, and my colleagues and I in the Welsh Conservatives would expect it to be spent directly on the Welsh NHS.  In particular, we believe that the hard work and dedication of nurses throughout the COVID-19 pandemic should be recognised, therefore, the Welsh Labour Government must provide pay commitments to the nursing profession which are separate from other NHS staff.  

 

For that reason, the Welsh Labour Government must use its resources, including the additional allocations it has received from the UK Government, to ensure that Welsh nurses are provided with a sufficient pay rise.

 

I called on the Welsh Government to implement the independent Pay Review Body’s recommendation and I welcome that both Governments have taken on board the Body’s recommendation for a 3 per cent pay rise for all NHS staff.  In addition, over one million NHS staff are already benefiting from multi-year pay deals agreed with trade unions, including a pay rise of over 12% for newly qualified nurses.

Fel y sonioch, cyfrifoldeb Llywodraeth Lafur Cymru yw cyflogau'r GIG yng Nghymru.  Rwy'n falch bod Llywodraeth Geidwadol y DU nid yn unig wedi darparu £8.6 biliwn i Gymru yn yr ymdrech i frwydro yn erbyn y coronafeirws, ar ben mwy na £2.1 biliwn ar gyfer blwyddyn ariannol 21/22. Mae Llywodraeth y DU hefyd wedi darparu £1.9 biliwn yn ychwanegol i Lywodraeth Cymru, a byddem yn disgwyl i’r arian hwn gael ei fuddsoddi yn GIG Cymru dros y tair blynedd nesaf. 

 

Mater i Lywodraeth Lafur newydd Cymru felly yw penderfynu lle i wario'r arian hwn, a byddai fy nghyd-Aelodau a minnau yn y Ceidwadwyr Cymreig yn disgwyl iddo gael ei wario'n uniongyrchol ar GIG Cymru.  Yn benodol, credwn y dylid cydnabod gwaith caled ac ymroddiad nyrsys gydol y pandemig COVID-19, felly, rhaid i Lywodraeth Lafur Cymru ddarparu ymrwymiadau cyflog i'r proffesiwn nyrsio sydd ar wahân i staff eraill y GIG.  

 

Am y rheswm hwnnw, rhaid i Lywodraeth Lafur Cymru ddefnyddio ei hadnoddau, gan gynnwys y dyraniadau ychwanegol a gafwyd gan Lywodraeth y DU, i sicrhau bod nyrsys Cymru'n cael digon o godiad cyflog.

 

Galwais ar Lywodraeth Cymru i weithredu argymhelliad y Corff Adolygu Cyflogau annibynnol ac rwy’n croesawu’r ffaith fod y ddwy Lywodraeth wedi derbyn argymhelliad y Corff i roi codiad cyflog o 3% i holl staff y GIG. Ar ben hynny, mae dros filiwn o staff y GIG eisoes yn elwa ar gytundebau cyflog aml-flwyddyn y cytunwyd arnynt gydag undebau llafur, gan gynnwys codiad cyflog o dros 12% i nyrsys newydd gymhwyso.
