Cytunaf fod angen gwella ansawdd darlledu yng Nghymru a’r portread o’r maes yng Nghymru a thu hwnt, yn enwedig mewn perthynas â chyfrifoldebau datganoledig. Yn wir, un o’r rhesymau pam y mae’r Ceidwadwyr Cymreig yn anhapus bod gorsafoedd lleol yn cau yw’r ffaith fod hyn yn lleihau’r lluosogrwydd sydd ei angen yn y cyfryngau yng Nghymru er mwyn craffu ar weithredoedd Llywodraeth Cymru.

Bu’r Ceidwadwyr Cymreig yn ymgyrchu’n gyson dros swyddogaeth graffu ar y cyd ar gyfer Senedd Cymru a Senedd San Steffan ar gyfer pob un o’r darlledwyr gwasanaeth cyhoeddus sy’n gweithredu yng Nghymru. Pan fydd darlledu yn ymwneud â materion datganoledig, rydym wedi datgan yn glir bod yn rhaid i’n Senedd sicrhau bod darlledwyr yn atebol, ac erbyn hyn gallwn wneud hyn drwy’r Pwyllgor Diwylliant, y Gymraeg a Chyfathrebu, y mae ein llefarydd yn aelod ohono.

Rwy’n cydnabod bod llawer o wladwriaethau datganoledig yn mabwysiadu model llywodraethu a rennir ym maes darlledu, yn enwedig os yw’r proffil iaith yn amrywiol. Byddai’n ddefnyddiol ystyried y mater hwn ymhellach.

O ganlyniad i’r materion cymhleth hyn, rydym yn gwrando ac yn datblygu syniadau polisi i wella atebolrwydd darlledwyr sy’n gweithredu yng Nghymru, gan ystyried yr angen i gydgysylltu’r gwaith ar lefel y DU hefyd.

Thank you for writing to me to on the subject of the devolution of broadcasting to the Welsh Parliament.

I agree that there needs to be an improvement in the quality of broadcasting in Wales and its portrayal within and outside Wales, especially in relation to devolved responsibilities. Indeed, one of the reasons the Welsh Conservatives are sad to see the closure of local stations is that it decreases the desperately needed plurality that is necessary in Wales’ media to scrutinise the actions of the Welsh Government.

The Welsh Conservatives have consistently campaigned for a joint scrutiny role for the Welsh Parliament as well as the Westminster Parliament for all public service broadcasters with a presence in Wales.  We have been clear that where broadcasting touches devolved matters, our Parliament must be able to hold them to account and we are now able to do this through the Culture, Welsh Language, and Communications Committee, on which our spokesperson sits.

I acknowledge that many decentralised states adopt a shared governance model on broadcasting, especially when a diverse language profile is present. This is something that is worthy of further examination.

As a result of these complex matters, we are listening and developing policy ideas to improve the accountability of broadcasters who operate in Wales, while balancing the need to co-ordinate at UK level too.
